Sometimes a simple notification is enough; other times, you’ll need a permit; and almost always, there are additional requirements regarding safety, noise, accessibility, and communication. Below you’ll find a concise guide for Arnhem and Nijmegen, along with general considerations, grants, and useful links.
Arnhem
The City of Arnhem has an events policy that distinguishes between small, medium, and large events. For some small-scale activities, a simple notification is sufficient, but a permit is usually required if the event involves music, temporary structures, the sale of alcohol, or traffic control measures. Please note: When applying for a permit, factors such as safety, fire prevention, public order, and accessibility for emergency services are taken into account. Clear noise standards are also in place to limit disturbances. In addition, for several years now, it has been prohibited to release balloons at events requiring a permit, due to the environmental damage this causes.

In Nijmegen, too, the permit requirement depends on the type and scale of your event. The municipality offers an online tool that lets you check whether you need a permit or must file a notification. This applies to a wide range of activities: from small-scale neighborhood parties to large festivals and parades. The tool also helps you determine which documents you need to submit, such as a safety plan or a map.
Additional rules apply to large events in Nijmegen. These include requirements regarding the setup of stages, traffic barriers, and end times. Small events can sometimes take place without a permit, provided they meet all the conditions. This means, for example, that there is no traffic disruption, no objects are placed on the premises, and the number of visitors is limited.
