What is the Cultural Target Audience Model?
In the late 1990s, Rotterdam’s cultural sector took the initiative to better understand who they were reaching—and who they were not. In response to this need, Rotterdam Festivals developed the Cultural Target Audience Model, based on extensive audience research and data on cultural behavior.
Since then, the model has been refined and updated several times to keep pace with societal changes, such as shifting lifestyles, digitization, and diversity in leisure activities. The model is now widely used by cultural institutions, festivals, policymakers, and funding organizations throughout the Netherlands.
How does it work?
The Cultural Audience Model is a segmentation model designed specifically for the cultural sector. It categorizes audiences not only by age, income, or education, but primarily based on:
- cultural interests and behavior
- lifestyle and life stage
- motivation to attend cultural events
- attitude toward art,innovation, and leisure

Classical Culture Enthusiasts

Adventurous Culture Seekers

Relaxed Leisure Seekers
View culture as a fun and accessible outing. Atmosphere, convenience, and relaxation are key.
Pragmatic Culture-Seekers

Traditionally Oriented Leisure Visitors
A strongly locally oriented audience that primarily attends cultural events in their own area and values familiarity and a sense of connection.
